The four hundred sixth meeting of the Interim Rules Review Committee (IRRC) was called to order by Representative Jon Hansen, Chair, at 12:00 p.m. (CT) on March 3, 2022, in Room 423 at the State Capitol, Pierre, South Dakota.
A quorum was determined with the following members present: Representatives Ryan Cwach and Jon Hansen, Chair; and Senators Jean Hunhoff, Vice Chair, and Timothy Johns. Senator Troy Heinert and Representative Kevin Jensen were excused. Staff members present were John McCullough, Code Counsel, and Kelly Thompson, Supervisor of Text Editing Services.

Approval of Minutes
Senator Johns moved, seconded by Senator Hunhoff, that the January 6, 2022, meeting minutes be approved. Motion prevailed on a roll call vote with 4 ayes and 2 excused. Voting aye: Cwach, Hansen, Hunhoff, and Johns. Excused: Heinert and Jensen.
Staff Report
Mr. John McCullough, Code Counsel, discussed the handouts provided to members which included proposed meeting dates for the 2022 Interim (Document #1), agency assignments for members (Document #2), and Form 12, the affidavit used by agencies, boards, and commissions when delivering proposed administrative rules documents to the Interim Rules Review Committee. No changes were proposed to the agency assignments or Form 12.
Interim Meeting Schedule
Of the seven meeting dates proposed for 2022, only one posed a conflict for some committee members. Members agreed on the following 2022 Interim meeting schedule: April 5, May 3, June 7, July 19, August 23, September 13, and November 1. All meetings will begin at 10:00 a.m. (CT) and will be held in Room 414 of the State Capitol, with remote participation available via Microsoft Teams.

All returning members - with the exception of Representative Cwach - currently receive documents both electronically and by hard copy. Representative Cwach receives electronic service only. Those service preferences will remain unchanged for the 2022 Interim. LRC Staff will update Form 12 and Form E-3 as necessary and notify agency rules contacts.

Adjournment
Senator Hunhoff moved, seconded by Senator Johns, that the meeting be adjourned. Motion prevailed on a roll call vote with 4 ayes and 2 excused. Voting aye: Cwach, Hansen, Hunhoff, and Johns. Excused: Heinert and Jensen.
Chair Hansen adjourned the meeting at 12:11 p.m. (CT)
