Swine nursery building, Board of Regents may construct.


         ENTITLED, An Act to  authorize the Board of Regents to accept the donation of a swine nursery building for the use and benefit of South Dakota State University, to provide for its installation, and to make an appropriation therefor.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:

     Section  1.  The South Dakota Board of Regents may accept the donation of a swine nursery building, with an estimated value of twenty-five thousand dollars ($25,000), for the use and benefit of South Dakota State University.

     Section  2.  The Board of Regents may contract for the construction, completion, finishing, equipping, and maintaining of utilities, furnishings, architectural and engineering services, asbestos abatement, and site preparation to place the donated swine nursery building in service, at the estimated cost of thirty thousand dollars ($30,000).

     Section  3.  There is hereby appropriated thirty thousand dollars ($30,000) from the grant and contract indirect recovery funds to accomplish the purposes of this Act.

     Section  4.  The Board of Regents may accept, transfer, and expend any funds obtained for the purposes of this Act from federal sources, gifts, contributions, or any other sources.

     Section  5.  The design and construction of the facilities approved by this Act shall be under the general supervision of the Bureau of Administration as provided in chapter 5-14.

     Section  6.  The commissioner of the Bureau of Administration and the executive director of the Board of Regents shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.

     Section  7.  Notwithstanding the provisions of §  13-51-2, neither the educational facilities fund, nor any money appropriated for statewide maintenance and repair, may be used to finance the maintenance and repair of the facilities specified in this Act.
