    On the printed bill, delete everything after the enacting clause and insert:

    "    Section 1. The Law Enforcement Standards and Training Commission shall establish and implement a drug screening program for applicants for a law enforcement position and a drug screening program for law enforcement officers based upon reasonable suspicion of illegal drug use by any such person.

    Section 2. Individual test results and medical information collected pursuant to any drug screening program established by section 1 of this Act are confidential. This information may be revealed only as authorized by the commission. An applicant or employee may have access to the applicant's or employee's own information or test results upon written request to the commission. Any person responsible for recording, reporting, and maintaining medical information pursuant to any drug screening program established by section 1 of this Act, who knowingly or intentionally discloses or fails to protect the confidential medical information, or who compels another to disclose the confidential medical information, is guilty of a Class 2 misdemeanor.

    Section 3. The commission shall adopt rules for any drug screening program described in section 1 of this Act in the following areas:

            (1)    Substances to be screened;

            (2)    Drug screening procedures for applicants;

            (3)    Drug screening procedures for law enforcement officers;

            (4)    Procedures for collecting, analyzing, and evaluating test samples;

            (5)    Confidentiality of testing procedures;

            (6)    Referral for education or treatment;

            (7)    Consequences which may result from valid positive test results or from failure to submit to a test."

This rebuttable presumption of legitimacy can only be disputed by the husband or wife, or a descendant of one or both of them. ".
