HB 1173 create a constitutional revision commission to make a comprehensive study of the Constitution of this state and to consider and recommend legislation for the improvement of the Constitution.

House Bill 1173, as amended by the House State Affairs Committee, creates a constitutional revision commission to make a comprehensive study of the Constitution and to consider and recommend legislation for the improvement of the Constitution. The commission would consist of seventeen members and would meet during the 2003 and 2004 legislative interims. The Legislative Research Council will serve as the secretariat of the commission and will conduct such studies as directed by the commission, utilizing the aid of consultants, private organizations, and institutions. The commission would report its findings and recommendations in the form of proposed amendments to the Constitution to the Legislature at its regular sessions in 2004 and 2005.

Methodology and Assumptions:

To accomplish the study, the seventeen member commission would meet for five days each interim session. The estimated total cost per interim is $25,000. This includes $20,000 for meetings and travel and $5,000 for supplies and materials for each fiscal year. This note assumes that the commission meets in Pierre and not at other locations in the state.
