FISCAL NOTE 2003-HB1240A

HB 1240 provide for a study of the need to help develop youth recreation centers and after school youth programs within the Sioux Indian reservations in South Dakota.

House Bill 1240 requires the departments of Social Services, Health, and Education and Cultural Affairs to study the development of youth recreation centers and after-school youth programs within the Sioux Indian reservation in the State. Pending the enactment of the bill, the agencies would have three months to complete the study by September 30, 2003, and report its findings to the Legislative Research Council.

In consultation with the Bureau of Finance and Management, it is estimated that House Bill 1240 would have the following impact on the state's finances:

Methodology and Assumptions:

Since after-school programs are primarily financed by the Department of Social Services, the remaining two agencies would play a supportive role that would have a minimum, if any, cost. To accomplish the study, Social Services would hire a consultant to conduct a survey of the nine reservations. With three months to complete the study, it is estimated that the cost per reservation would be approximately $34,600. The total cost would be $311,400.
