SDCL 58-17-2.3 provides health coverage for dependents below the age of twenty-four. This
change increases the age to those not exceeding age twenty-nine.
The State Employee Health Plan is a self-insured plan and does not fall within the statutory
requirements of Chapter 58 of the SDCL which covers Group Health Plans. However, the plan
generally follows new laws and mandates pertaining to group health plans, which would be the
case with SB108.
After consultation with the Bureau of Personnel, it was not discernable if there would be any cost
to the state's plan due to Senate Bill 108.
In a plan that covers 25,000 lives, there are currently 6 full-time students, covered as dependents,
who are at least 24, but have not reached their 25th birthday. The assumption would be that this
number would go down each year as well. The age of this group would lend itself to be healthier
than the members as a whole, which would have a positive effect on the plan. However, the
number is so small, it's of little or no significance when looking at the overall plan.
Due to the projected small number of additional people in this group, actual results could vary
significantly.
