South Dakota Conservancy District for the purpose of acquiring, owning, leasing,
subleasing and disposing of certain land, improvements and capital equipment comprising
all or a portion of a system or part of a system of waterworks, sewage or waste disposal, and
to establish or confirm the powers of municipalities and other public entities in connection
therewith.
