"      Section 2. That § 27A-3-1.1 be amended to read as follows:

     27A-3-1.1.   There is created the Mental Health Planning and Coordination Advisory Council which shall be appointed by and serve at the pleasure of the Governor. The council shall be assigned to the Department of Human Services. Technical assistance and staff support shall be provided to the council by the Department of Human Services. The secretary of human services shall be responsible for the coordination of activities between the advisory council and the Department of Human Services. "
