The Joint meeting of Senate and House Health and Human Services committees with the Joint Committee on Appropriations was called to order by Senator Soholt, Chair.
                                            
Senator Soholt outlined the purpose of the meeting to expand committee members knowledge of the Medicaid Program in South Dakota.

INFORMATIONAL BRIEFING

Secretary Lynne Valenti, DSS, made introductions of staff that would be presenting information and reviewed handouts #1-5 provided to include Medicaid Overview, South Dakota Medicaid Report,
SD Healthcare Solutions Coalition Update- 100% FMAP policy, Work Requirememts for Medicaid Recipients, and Provider Reimbursement Rate Adjustment formula.

Bill Snyder, Medicaid Director, initiated a power point presentation overviewing Medicaid, outlining who and what is covered, funding and expenditures, third party liability and fraud prevention, and medicaid waivers.



Secretary Gloria Pearson, DHS, went into further depth of existing waivers.

Bill Snyder, Medicaid Director, provided information in regards to additional, future, and current waiver activity.

Secretary Kim Malsam-Rysdon, DOH, presented information in regards to maximizing federal funding, care outside IHS, Federal Policy Change and Implementation.

At the conclusion of the informative presentation Senator Soholt and Representative Steinhauer further clarified the opportunity for the state of SD and direction. The presenters entertained
questions of committee members as well as accepted commentary.
