The first interim meeting of the Government Operations and Audit Committee was called to order by Senator Taffy Howard at 9:00 a.m. (CT) on Thursday, May 8, 2025, in Room 412 of the State Capitol, Pierre, South Dakota.

A quorum was determined with the following members answering roll call: Senators Red Dawn Foster, Taffy Howard, Chair, Chris Karr, Mark Lapka, and Ernie Otten; and Representatives Julie Auch, Eric Emery, Karla Lems, Scott Moore, and Marty Overweg, Vice Chair.

Staff members present included Mitch Honan, Fiscal Analyst; and Michelle Deyo-Amende, Administrative Specialist.

Approval of Minutes

Senator Otten moved, seconded by Representative Overweg, to approve the minutes of the January 2, 2025, Government Operations and Audit Committee meeting. The motion prevailed on a voice vote. (00:36.160)

Review of the FY 2024 Single Audit Report

Mr. Mike Kogelmann, Audit Manager, Department of Legislative Audit (DLA), presented the FY 2024 Report (Document 1). (03:57.720)

Ms. Lisa Scofield, Audit Manager, DLA, provided a review of the Single Audit and Federal Compliance findings (Document 2). (38:45.300)

Senator Otten moved, seconded by Senator Foster, to approve the FY 2024 Single Audit Report for the State of South Dakota. The motion prevailed on a roll call vote with 10 AYES. Voting AYE: Foster, Karr, Lapka, Otten, Auch, Emery, Lems, Moor, Overweg, and Howard. (01:08:23.320)

Review of the Brand Board 2024 Annual Report

Ms. Debbie Trapp, Director, South Dakota Brand Board, provided a review of the 2024 Brand Board annual report (Document 3). (01:09:23.100)

Representative Moore moved, seconded by Senator Lapka, to approve the 2024 Brand Board Annual Report. The motion prevailed on a roll call vote with 10 AYES. Voting AYE: Foster, Karr, Lapka, Otten, Auch, Emery, Lems, Moor, Overweg, and Howard. (02:04:19.220)

Review of the Functions of the State Board of Internal Control

Mr. Jim Terwilliger, Commissioner, Bureau of Finance and Management (BFM), reviewed the functions of the State Board of Internal Control (Document 4). (02:05:30.660)

Review the Annual Work Plan of the State Board of Internal Control

Ms. Allysen Kerr, Statewide Internal Control Officer, BFM, provided additional detailed information regarding the statewide internal control framework (Document 5). (02:22:43.720)

Review the Policies Governing the Use of Purchase Cards

Mr. Steve Berg, Director of Procurement Management, Bureau of Human Resources and Administration (BHRA), reviewed the policies regarding the use of purchase cards (Document 6). (03:04:37.600)

Mr. David McFarland, Fleet and Travel Management Director, BHRA, provided information on the Fleet travel system. (03:30:28.420)

Update the Status of the KNOWiNK Contract

Update on the Fund Structure Used to Maintain Voter Lists

Mr. Orlyn Torfason, Director of Finance, Office of the Secretary of State, provided an update on the fund structure used to maintain voter lists as mandated by HAVA. (04:39:46.900)
