The first meeting of the 2025 Special Committee on Appropriations (the "Committee") was called to order by Lead Co-Chair Representative Ernie Otten at 10:02 AM in Room 362 of the State Capitol.
A quorum was determined with the following members answering the roll call: Senators John Carley, Red Dawn Foster, Mark Lapka, Paul Miskimins, Glen Vilhauer, Mykala Voita (remote), Larry Zikmund, and Ernie Otten; Representatives Terri Jorgenson, Chris Kassin, Jack Kolbeck, Liz May, Scott Moore, Erik Muckey, Al Novstrup, John Sjaarda, and Mike Derby. Excused: Senator Taffy Howard.

Federal Funding Reductions

Consideration of Budget Transfers

Representative Derby moved, seconded by Senator Zikmund, to approve the budget transfer for the Department of Labor and Regulation - JB2026111. The motion prevailed on a roll call vote with 16 AYES, 1 NAY, 1 EXCUSED. Voting AYE: Miskimins, Kassin, Moore, Vilhauer, Carley, May, Voita, Jorgenson, Sjaarda, Muckey, Zikmund, Kolbeck (Jack), Novstrup, Lapka, Derby, and Otten. Voting NAY: Foster.
