The first interim meeting of the 2025 Executive Board was called to order by Representative Jon Hansen at 4:48 p.m. (CT) on Monday, March 31, 2025, in room 414 of the State Capitol, Pierre, South Dakota.
A quorum was determined with the following members answering roll call: Representatives Aaron Aylward, Spencer Gosch, Mellissa Heermann, Greg Jamison, Brian Mulder, and Scott Odenbach; Senators Randy Deibert, Steve Kolbeck, Liz Larson, Jim Mehlhaff, Ernie Otten, and Tom Pischke; Representative Erin Healy, Ranking Minority Member; Senator Chris Karr, Vice Chair; and Representative Jon Hansen, Chair.
Staff members present included John McCullough, Director, and Rachael Person, Chief of Legislative Operations.

Senator Kolbeck (Steve) moved, seconded by Senator Karr, to approve the minutes of the January 3, 2025, meeting. The motion prevailed on a voice vote. (00:44.160)
Executive Board Meeting Dates
Senator Karr moved, seconded by Representative Healy, to set the 2025 Executive Board meeting dates as May 7, June 9, August 12, and November 5 and 6. The motion prevailed on a voice vote. (01:31.560)
Executive Board Appointments
Senator Karr moved, seconded by Senator Pischke, to appoint Representative Amber Arlint and Senator Carl Perry to the Dakota Corps Scholarship Board. The motion prevailed on a voice vote. (02:20.860)
Senator Karr moved, seconded by Representative Mulder, to appoint Senator Curt Voight and Representative Lana Greenfield to the Education Commission of the States. The motion prevailed on a voice vote. (03:04.340)
Senator Karr moved, seconded by Representative Healy, to appoint Senator Stephanie Sauder to the Extraordinary Cost Oversight Board. The motion prevailed on a voice vote. (03:45.440)
Senator Karr moved, seconded by Representative Odenbach, to appoint Representative John Hughes to the Interstate Compact for Adult Supervision Committee. The motion prevailed on a voice vote. (04:32.640)
Senator Karr moved, seconded by Representative Gosch, to appoint Senator Tim Reed, Representative Jack Kolbeck, and Representative Jessica Bahmuller to the Streamlined Sales Tax Governing Board. The motion prevailed on a voice vote. (05:24.940)
Senator Karr moved, seconded by Representative Gosch to appoint Representatives Mulder (Chair) and Heermann, and Senators Deibert, Otten, and Larson to the Budget Subcommittee. The motion prevailed on a voice vote. (06:47.100)
Senator Karr moved, seconded by Representative Gosch, to appoint Senators Kolbeck (Chair) and Pischke, and Representatives Hansen, Healy, and Aylward, to the Technology Subcommittee. The motion prevailed on a voice vote. (08:04.140)
Representative Healy moved, seconded by Senator Otten, to appoint Senators Karr (Chair) and Mehlhaff, and Representatives Jamison, Gosch, and Odenbach, to the Investment Council Subcommittee. The motion prevailed on a voice vote. (09:17.980)
Senator Karr moved, seconded by Senator Larson, to establish and implement a Property Tax interim study committee as provided for in HCR 6003. The motion prevailed on a voice vote. (11:01.640)
Representative Healy moved, seconded by Senator Karr, to establish an Emergency Medical Services interim study committee to meet no more than three times during the 2025 interim. The motion prevailed on a voice vote. (12:27.320)
Senator Karr moved, seconded by Representative Mulder, to establish a Community Support Provider State and Federal Efficiencies interim study committee to meet no more than three times during the 2025 interim. The motion prevailed on a voice vote. (13:43.320)
Representative Healy moved, seconded by Senator Otten, to establish an Initial Incarceration and Re-entry Analysis and Comparison of Relevant States interim study committee to meet no more than three times during the 2025 interim. (15:41.420)
The Board discussed Representative Healy's motion and if the committee would have time to cover both initial incarceration and re-entry if directed to meet no more than three times during the interim.
Senator Deibert moved, as a substitute motion, seconded by Senator Pischke, to establish an Initial Incarceration Analysis and Comparison of Relevant States interim study committee to meet no more than three times during the 2025 interim. The motion failed on a voice vote. (18:35.920)
The Board reverted to Representative Healy's previous motion.
Representative Healy moved, seconded by Senator Otten, to establish an Initial Incarceration and Re-entry Analysis and Comparison of Relevant States interim study committee to meet no more than three times during the 2025 interim. The motion prevailed on a voice vote. (15:41.420)
Senator Karr moved, seconded by Representative Gosch, to create a Liaison Committee to the Department of Education to study the effects of the possible closure of the United States Department of Education. The motion prevailed on a voice vote. (25:21.540)
Senator Karr discussed his intention for the Liaison Committee and the appointment of members.
Rep. Mulder moved, seconded by Representative Healy, that the Executive Board adjourn. The motion prevailed on a voice vote. (29:47.080)
