BE IT REMEMBERED, That on the fourteenth day of January, A.D., two thousand twenty five, at the hour of twelve o'clock meridian, on the second Tuesday in January, being the day and hour fixed by the Constitution of the state of South Dakota for the convening of the Legislature, the One-hundredth regular session of the House of Representatives in the Capitol, in the city of Pierre, in the county of Hughes, and the state of South Dakota, the seat of government thereof, was called to order by Secretary of State Monae L. Johnson.
The following prayer was offered by Father Shane Stevens, Pastor of the Queen of Peace Pastorate, which includes the parishes of St. Mary’s in Dell Rapids, St. Peter the Apostle in Colman, St. Joseph the Workman in Huntimer, and Saints Simon and Jude in Flandreau, South Dakota:
O God, who arranges all things according to a wonderful design, graciously receive the prayers we pour out to you for the great and noble State of South Dakota, that through the wisdom of its leaders, and the integrity of its citizens, harmony and justice may be assured and lasting prosperity come with peace.
Almighty ever-living God, in whose hand lies every human heart and the rights of peoples, look with favor on those who govern with authority over us, that throughout the whole world, the prosperity of peoples, the assurance of peace, and freedom of religion may through your gift of grace be made secure.
O God, who arrange all things in wonderous order and govern in marvelous ways, look with favor, on our Governor, and all those elected to the various offices of state, for whom we now pray, and mercifully pour out upon them the spirit of your wisdom, that they may discern well and decide everything for the well-being and peace of all, and may they never turn from your will.
O God, who gave one origin to all peoples and willed to gather from them one family for yourself, fill all hearts, we pray, with the fire of your love and kindle in them a desire for the advancement of their neighbor, that, through the good things which you richly bestow upon all, each human person may be brought to perfection, every division may be removed, and equity and justice may be established in this most beautiful and blessed land, this place we call home, while always mindful that under God, the people rule.
Let the hope and prayer of the Servant of God Nicholas Black Elk be ours, "Teach me to walk the soft earth, A relative to all that live. Sweeten my heart and fill me with light. And give me the strength to understand and the eyes to see. Help me, for without You I am nothing."
Through our Lord Jesus Christ, your son, who lives and reigns with you, in the unity of the Holy Spirit, God, forever and ever. Amen.

JOINT SESSION
The Senate convened with the House of Representatives in the House Chamber for the purpose of receiving a message from the Governor, Kristi Noem. The President of the Senate, Larry Rhoden, presided.
The following prayer was delivered by Rev. Craig Wexler, Pierre/Fort Pierre Ministerial Association, Pierre, South Dakota:
Romans 8:1-9 (ESV)
There is therefore now no condemnation for those who are in Christ Jesus. For the law of the Spirit of life has set you free in Christ Jesus from the law of sin and death. For God has done what the law, weakened by the flesh, could not do. By sending his own Son in the likeness of sinful flesh and for sin, he condemned sin in the flesh, in order that the righteous requirement of the law might be fulfilled in us, who walk not according to the flesh but according to the Spirit. For those who live according to the flesh set their minds on the things of the flesh, but those who live according to the Spirit set their minds on the things of the Spirit. For to set the mind on the flesh is death, but to set the mind on the Spirit is life and peace. For the mind that is set on the flesh is hostile to God, for it does not submit to God’s law; indeed, it cannot. Those who are in the flesh cannot please God. You, however, are not in the flesh but in the Spirit, if in fact the Spirit of God dwells in you. Anyone who does not have the Spirit of Christ does not belong to him.
Almighty and everlasting God, nothing shall separate us from the love of you, through Jesus Christ our Lord. You have given us your law as a gift. You have sovereignly allowed us government to care for, and protect the people. However, we live in a time when it seems every understanding of this has been turned upside down. For many, laws have become overpowering and a detrimental burden. For many, government seems to have become an opportunity to rule and direct, rather than care and protect. Forgive us when and where we have errored.
Renew a right Spirit within me, O Lord—within us—each and every one of these elected officials. Remind them of why they are here—remind them of the calling you have placed in their hearts to ‘serve’—not to ‘be served’—even if there is denial that you are the active agent in their lives. We truly are a government “of the people, by the people, for the people”…may this certainly remain true for us here in this great state of South Dakota, but may it be so, through your wisdom and guidance. Your law was given to us to protect us from others, and to protect us from ourselves. As these weeks commence, help us to reflect on the laws we have created in the past, help us to be just and fair in the laws we are tasked to create for the future, and forgive us when we have created some that have served the flesh, rather than upheld your Spirit. Forgive us, renew us, lead us, grant us your wisdom, and guide us through the darkness all around us, with your light that shines forth through the mercy granted unto us through Jesus Christ, our Savior and Lord. In His Holy name we pray. Amen!
