The meeting was called to order by Senator Dick Kelly, Chair
Judy Payne, Secretary of Transportation introduced the following Department of Transportation
staff: Kevin Tveidt, Roxanne Rice, Darin Bergquist, and Jerry Ortbahn.
She reviewed, page-by-page, a sixteen page document prepared for the committee entitled 2006
Legislative Briefing (Handout #1), and answered questions from the committee concerning
information in this document.
Ms. Payne then proceeded to provide information on the Interstate Electronic Message Boards, also
known as Amber Alert Boards. The signs serve the twofold purpose of alerting drivers to be on the
lookout for abducted children and to promote highway safety. She explained that with there being
only 30 signs for the entire South Dakota interstate system - rapid weather changes and the mileage
between signs provide problems in providing accurate, specific, up-to-date information for every
section of the interstate; but that a task force is looking into the situation and she welcomes any
input.
