FOR AN ACT ENTITLED, An Act to appropriate money to the Board of Regents for the
purpose of funding increased employee health insurance costs, and to declare an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
Section 1. There is hereby appropriated from the general fund the sum of two million dollars
($2,000,000) or so much thereof as may be necessary, to the Board of Regents for the purpose
of funding increased employee health insurance costs. The executive director of the Board of
Regents shall distribute the funds to the universities as follows: $577,203 to the University of
South Dakota; $43,685 to the University of South Dakota School of Medicine; $673,917 to
South Dakota State University; $140,377 to the South Dakota School of Mines and Technology;
$186,933 to Northern State University; $232,680 to Black Hills State University; and $145,205
to Dakota State University.
Section 2. The executive director of the Board of Regents shall approve vouchers and the
state auditor shall draw warrants to pay expenditures authorized in this Act.
Section 3. Any amounts appropriated in this Act not lawfully expended or obligated by
June 30, 2013, shall revert in accordance with § 4-8.
Section 4. Whereas, this Act is necessary for the support of the state government and its
existing public institutions, an emergency is hereby declared to exist, and this Act shall be in
full force and effect from and after its passage and approval.
