        FOR AN ACT ENTITLED, An Act to expand Medicaid eligibility for pregnant women and to make an appropriation therefor.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
    Section 1. The Department of Social Services shall submit a Medicaid state plan amendment to the federal Centers for Medicare and Medicaid Services to expand Medicaid eligibility for pregnancy-related services for pregnant women up to one hundred forty percent of the federal poverty level per household size.
    Section 2. There is hereby appropriated from the general fund the sum of four hundred sixty-four thousand three hundred fifty-five dollars ($464,355), or so much thereof as may be necessary, and five hundred forty-nine thousand five hundred twenty-one dollars ($549,521), or so much thereof as may be necessary, of federal fund expenditure authority to the Department of Social Services for the purpose of providing pregnancy-related services to pregnant women.
    Section 3. The secretary of social services shall approve vouchers and the state auditor shall

draw warrants to pay expenditures authorized by this Act.
    Section 4. Any amounts appropriated in this Act not lawfully expended or obligated by June 30, 2014, shall revert in accordance with the procedures prescribed in chapter 4-8.
    Section 5. The Department of Social Services shall provide a report to the Governor and the Legislature by January 1, 2015. The report shall include birth outcomes and any estimated savings.
