        FOR AN ACT ENTITLED, An Act to make an appropriation to the Department of Game, Fish and Parks to fund certain improvements to the state park system.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
    Section 1. There is hereby appropriated from the general fund the sum of four million dollars ($4,000,000), or so much thereof as may be necessary, to the Department of Game, Fish and Parks to be used for the construction of improvements to Blood Run Nature Area ($2,000,000), Custer State Park Visitor's Center ($1,500,000), and Mickelson Trail extension to Mt. Rushmore ($500,000).
    Section 2. The Department of Game, Fish and Parks may accept and expend for the purposes of this Act, in addition to the amounts authorized in section 1 of this Act, any funds which it may obtain from federal sources, gifts, contributions, or any other source, provided such acceptance and expenditure is approved in accordance with § 4-8B-10.
    Section 3. The Bureau of Administration, pursuant to § 5-14-2, shall supervise the design and construction of these projects. The state engineer and the secretary of the Department of

Game, Fish and Parks shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.
    Section 4. Any amounts appropriated in this Act not lawfully expended or obligated shall revert in accordance with the procedures prescribed in chapter 4-8.
