        FOR AN ACT ENTITLED, An Act to make an appropriation for costs related to the suppression of mountain pine beetles, to establish a cost share program with the counties in the state, and to declare an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
    Section 1. There is hereby appropriated from the general fund the sum of two million dollars ($2,000,000), or so much thereof as may be necessary, to the state fire suppression special revenue fund for costs related to the suppression of mountain pine beetles in South Dakota.
    Section 2. The Division of Resource Conservation and Forestry within the Department of Agriculture shall design and administer a cost-share program to grant funds to counties for the suppression of mountain pine beetle. The general funds expended may not exceed two dollars for every one dollar in new county expenditures directly related to the suppression of mountain pine beetle.
    Section 3. No one county may receive more than fifty-five percent of the total general funds allocated for this program.
    Section 4. The secretary of agriculture shall approve vouchers and the state auditor shall

draw warrants to pay expenditures authorized by this Act.
    Section 5. Any amounts appropriated in this Act not lawfully expended or obligated by June  30, 2014, shall revert in accordance with the procedures prescribed in chapter 4-8.
    Section 6. Whereas, this Act is necessary for the immediate preservation of the public peace, health, or safety, an emergency is hereby declared to exist, and this Act shall be in full force and effect from and after its passage and approval.
