        FOR AN ACT ENTITLED, An Act to authorize the Department of Social Services to dismantle, demolish, preserve, or rehabilitate buildings on the Human Services Center campus in Yankton, South Dakota, to make an appropriation therefor, and to declare an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
    Section 1. The Department of Social Services may dismantle, demolish, preserve, or rehabilitate buildings, collapse and fill tunnels, dispose of debris, repair campus infrastructure and reclaim grounds on the Human Services Center campus if the secretary determines the action is in the best interest of the State of South Dakota because of extensive maintenance and repair costs.
    Section 2. None of the actions in section 1 of this Act may occur unless the Bureau of Administration evaluates the buildings and structures and subsequently determines that it is not economically feasible to repair, remodel, or redesign the structures.
    Section 3. There is hereby appropriated from the general fund the sum of six million dollars ($6,000,000), or so much thereof as may be necessary, to the Bureau of Administration to

accomplish the activities described in section 1 of this Act.
    Section 4. The commissioner of the Bureau of Administration shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.
    Section 5. Any amounts appropriated in this Act not lawfully expended or obligated shall revert in accordance with the procedures prescribed in chapter 4-8.
    Section 6. Whereas, this Act is necessary for the support of the state government and its existing public institutions, an emergency is hereby declared to exist, and this Act shall be in full force and effect from and after its passage and approval.
