        FOR AN ACT ENTITLED, An Act to make an appropriation for the construction and renovation of certain office buildings in Rapid City for the Department of Agriculture and to declare an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
    Section 1. There is hereby appropriated from the general fund the sum of five hundred thousand dollars ($500,000), or so much thereof as may be necessary, and the sum of three hundred thousand dollars ($300,000), or so much thereof as may be necessary, in federal fund expenditure authority to the Department of Agriculture for the purpose of designing, renovating, and constructing, furnishing and equipping office facilities located at 3305 West South Street in Rapid City, South Dakota, including heating, air conditioning, plumbing, water, sewer, electric facilities, architectural and engineering services, asbestos abatement, and such other services and improvements as may be required.
    Section 2. The Bureau of Administration, pursuant to § 5-14-2, shall supervise the design, renovation, and construction of the facilities approved by this Act. The commissioner of the Bureau of Administration shall approve vouchers and the state auditor shall draw warrants to

pay expenditures authorized by this Act.
    Section 3. Any amounts appropriated in this Act not lawfully expended or obligated shall revert in accordance with the procedures prescribed in chapter 4-8.
    Section 4. Whereas, this Act is necessary for the support of the state government and its existing public institutions, an emergency is hereby declared to exist, and this Act shall be in full force and effect from and after its passage and approval.
