        FOR AN ACT ENTITLED, An Act to regulate certain automatic periodic financial transfers for the purpose of funding political contributions.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
    Section 1. No person may consent to any automatic payroll deduction or authorize any automatic periodic checking account transfer for the purposes of enabling the recipient to make political contributions to any candidates or causes unless:
            (1)    The consent or authorization is voluntary;
            (2)    The consent or authorization is entered into prior to any deduction;
            (3)    Each individual consent or authorization is supported by a separate consent or authorization form prescribed by the State Board of Elections.
    Each consent or authorization form shall be renewed at least annually or the consent or authorization is subject to expiration at the end of twelve months and becomes void.
    Section 2. Any political contribution from any person to a recipient shall be remitted separately from contributions for dues, fees, or the payments to the recipient.
