        FOR AN ACT ENTITLED, An Act to establish the state employee work enhancement program to equalize the tuition rates paid by state employees.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
    Section 1. There is hereby created the state employee work enhancement program. The state employee work enhancement program is for the purpose of improving state employee education through higher education by equalizing the tuition rates and required fees paid by all state employees whether they enroll in courses offered at the state-support tuition rate or enroll in courses offered at the self-support tuition rate. The program is funded through the normal budgeting process.
    Section 2. That § 3-20-1 be amended to read as follows:
    3-20-1. Any employee of the state who has been continuously employed by the state for a period of one year may, upon compliance with § 3-20-4 and all of the requirements for

admission, attend and pursue any undergraduate or graduate course in any state educational institution under the control and management of the Board of Regents upon the payment of fifty percent of the state-support tuition rate and one hundred percent of required fees. The Board of Regents shall maintain an annual record of the number of participants and the tuition dollar value of such participation.
