AMENDMENT FOR PRINTED BILL

On the printed bill, delete everything after the enacting clause and insert:
" Section 1. That chapter 2-6 be amended by adding thereto a NEW SECTION to read as follows:
There is hereby created the Autism Spectrum Disorder (ASD) workgroup to study the impact of
autism spectrum disorder on children in this state and to make recommendations to the Legislature
on policies to effectively address the issue. The task force shall consist of the following fifteen
members:
(1) The president pro tempore of the Senate shall appoint three members of the Senate;
(2) The speaker of the House of Representatives shall appoint three members of the House
of Representatives;
(3) The president pro tempore of the Senate shall appoint the following two members:
(a) A certified medical professional with experience diagnosing and treating autism
spectrum disorder; and
(b) A representative from an insurance company that does not provide coverage of the
treatment of autism spectrum disorder and applied behavioral analysis;
(4) The speaker of the House of Representatives shall appoint the following three members:
(a) A representative of an insurance company that provides coverage of the treatment
of autism spectrum disorder, including applied behavioral analysis; and
(b) Two persons with, or who have a child with, autism spectrum disorder;
(5) A representative from the Department of Education with knowledge of the services
available in K-12 for students with autism spectrum disorder;
(6) A representative from the Department of Social Services;
(7) A representative from the Department of Human Services; and
(8) A representative from the Department of Labor and Regulation, Division of Insurance.
Section 2. That chapter 2-6 be amended by adding thereto a NEW SECTION to read as follows:
The initial appointments shall be made no later than July 1, 2014, and shall serve until January 1,
2015, which shall be the end date for the workgroup. lf there is a vacancy on the workgroup, the
vacancy shall be filled in the same manner as the original appointment.
Section 3. That chapter 2-6 be amended by adding thereto a NEW SECTION to read as follows:
The workgroup shall study the current status of insurance coverage, services, provider licensing
and certification requirements, and assistance available for individuals with autism spectrum disorder
in the state and make a report to the Executive Board of then Legislature. The report shall include
available options that the state could pursue to ensure that individuals with autism spectrum disorder
are able to access appropriate resources to live successful and independent lives including the
anticipated costs, savings, and benefits to the state, the public, and individuals with autism spectrum
disorder.
Section 4. The ASD workgroup shall be under the supervision of the Executive Board of the
Legislative Research Council and staffed and funded as an interim legislative committee, not to
exceed twenty-one thousand dollars."
