         SB 119*     require that certain lienholders and insurance companies pay the fees associated with the towing and storage of motor vehicles under certain circumstances.
              require owners of abandoned vehicles to pay for certain towing and storage expenses and to provide a penalty for the intentional abandonment of certain motor vehicles.
