SECOND READING OF CONSENT CALENDAR ITEMS
* Refer to Daily Reader for engrossed (amended) bill

         SB 1*    eliminate the requirement that certain nonprofit corporations file an annual report with the Department of Legislative Audit and to provide for Department of Legislative Audit approval of single audits of certain nonprofit corporations.
         SB 11*    revise certain provisions concerning the return and canvass of votes.
         SB 14    allow conversion of certain South Dakota Retirement System credited service by certain law enforcement officers.
         SB 38    require participation in the national assessment of educational progress.

         SECOND READING OF SENATE BILLS AND JOINT RESOLUTIONS

         SB 2    (Removed from Consent Calendar) revise the audit requirements for state agencies and to clarify the frequency and scope of certain audits performed by the Department of Legislative Audit.
         SB 37*    (Removed from Consent Calendar) require the issuance of a unique identifier to certain motor vehicle owners.
         SB 3*    revise the convention facility on-sale alcoholic beverage license requirements.
         SB 16    revise the retirement provisions for certain members of the South Dakota Retirement System.
         SB 21*    revise the requirements for service of a notice of entry in an action involving abuse or neglect.
         SB 35*    require retailers to electronically file sales and contractors' excise tax returns and to electronically pay the tax.
         SB 40    establish a statewide accountability system for public schools.

         LEGISLATIVE COMMEMORATIONS

         SC 2    Commending and honoring the 2001-2002 Outstanding School Administrators of South Dakota: John Pedersen, Pierre, School Superintendents Association; Michael Hoffman, Parkston, Business Officials Association; Cindy Schneider, Lemmon, Elementary School Principals Association; Terry Aslesen, Mitchell, Secondary School Principals Association; Gerry Hunter, Wessington, Secondary/Middle School Principals Association; Dr. Elizabeth Hogen, Vermillion, Association of Supervision and Curriculum Development; and Dr. Michael Keeley, Cornbelt Education Coop, Parker, South Dakota Council of Administrators of Special Education for being named outstanding administrators by their respective administrator parent groups.
         SC 3    Honoring Linda McKay of Belle Fourche as South Dakota's 2003 Teacher of the Year.
