Description: Transfers the $250,000 remaining from neuromuscular devices to the general fund. Appropriates $213,204 from all funds ($140,000 from the general fund) for community mental health ($152,450 AF, $98,307 GF) and alcohol & drug abuse programming ($60,754 AF, $41,693 GF).

     If the amount of money appropriated as state aid to general education is in excess of the amount required to meet the entitlement provided for in chapter 13-13, at such time the excess is determined the Department of Education and Cultural Affairs shall distribute the excess to all school districts on a pro rata basis according to each school district's adjusted average daily membership as defined in §  13-13-10.1.".
