All employee positions of each state agency named in this Act that are vacant as of July 1, 2002, and that have been vacant for a continuous period of twelve months or more, as determined by the commissioner of the Bureau of Finance and Management in consultation with the commissioner of the Bureau of Personnel, are hereby abolished. No moneys appropriated for any state agency for fiscal year 2003 from the state general fund, any special revenue fund, or any federal revenue fund shall be expended for any abolished position nor for operating expenditures. The full-

time equivalent position limitations established by this Act for the state agencies covered by this section are hereby reduced accordingly by the full-time equivalent number of such abolished positions.".
