" in public or private institutions for the mentally ill and shall be of a good moral character The person shall have three or more years of experience in mental health administration and either have a degree in business or health care administration with three or more years of related management experience or meet the criteria for a qualified mental health professional as defined in §  27A-1-3 . The administrator shall be the chief executive officer of the South Dakota".
