be offered for sale may be driven upon the streets and highways of this state within a twenty mile
radius of the car auction agency for travel to and from a service facility, such as a repair, body, or
detail shop, if displaying an in-transit auction permit. The department shall prescribe the form for
the in-transit auction permit.
