"      Section 2. That chapter 28-7A be amended by adding thereto a NEW SECTION to read as follows:

     The department shall report to the Senate and House of Representatives committees on health and human services and appropriations. The report shall be made each year by February first. A copy of the report shall be given to each member of the Legislature. The report shall contain:
             (1)    The current number of recipients of the temporary assistance for needy families;
             (2)    The estimated number of recipients of the temporary assistance for needy families for the next fiscal year;
             (3)    The monetary amount for the cost of living adjustment;
             (4)    The funds available from all pertinent funding sources for the temporary assistance for needy families program;
             (5)    The cost of living at the poverty line; and
             (6)    The self-sufficiency standard.".
