     Section 3. The appropriation in section 1 of this Act is contingent on the Department of Game, Fish and Parks entering into agreements such the South Dakota fishing and hunting licenses are honored on Hamill Dam waters and on lands within one mile of Hamill Dam waters. The agreements required by this section shall be in effect for ninety-nine years.".
