" insert "Of the money spent each year from the South Dakota-bred racing fund, the first five hundred thousand dollars, increased by the index factor, shall be provided to horsetracks in accordance with this section. For purposes of this section, the term, index factor, means the annual percentage change in the consumer price index for urban wage earners and clerical workers as computed by the Bureau of Labor Statistics of the United States Department of Labor for the year before the year immediately preceding the year of adjustment or three percent, whichever is less.".

The South Dakota-bred racing fund shall allocate fifteen thousand dollars ($15,000) to the Fort Pierre horse racing track for maintenance and repair.".
