     The prayer was offered by the Chaplain, Pastor John Fette, followed by the Pledge of Allegiance led by Senate page Jennifer Keffeler.

     4-4-3.   All state public funds shall be received and maintained in the state treasury , and shall be disbursed only upon proper authorization by the state auditor and the state treasurer , unless the state treasurer and state auditor shall jointly determine a justification exists for maintaining such the funds in a local bank account. No agency may establish a local bank account unless the state treasurer and state auditor have jointly approved the account. A local account may only be opened at a bank upon receipt of a jointly signed and executed form as prescribed by the state treasurer and state auditor. The auditor general shall be provided a copy of the executed form each time a new account is authorized. "


     And that as so amended said bill do pass.

         A LEGISLATIVE COMMEMORATION,  Commending and honoring South Dakotans who served in the Civilian Conservation Corps.

     WHEREAS,  thousands of young South Dakota Civilian Conservation Corps members in the 1930s gave their time, energy, and at times their lives to help serve, protect, and beautify the lives of others during the depths of the Great Depression; and

     WHEREAS,  being among the state's first environmentalists, they fought natural disasters, such as the Galena Fire in 1937, prevented natural disasters by participating in soil conservation programs around the state, and beautified South Dakota by building facilities such as Dalton Campground and many others around the state; and

     WHEREAS,  many of the accomplishments of the members of the Civilian Conservation Corps in South Dakota, such as the Sand Lake Migratory Waterfowl Refuge are not only still

standing but are greatly admired today and continue to function as important parts of our state's infrastructure:

     NOW, THEREFORE, BE IT COMMEMORATED,  by the Seventy-sixth Legislature of the State of South Dakota, that the Legislature commends and honors the young South Dakota citizens who served in the Civilian Conservation Corps during the Great Depression for their efforts and devotion to serving and protecting the people of South Dakota.

     Sen. Madden moved that the Senate do now adjourn, which motion prevailed and at 2:25 p.m. the Senate adjourned.
