There is hereby appropriated to the Board of Regents four million dollars ($4,000,000), or so much thereof as may be necessary, four million eight hundred fifty-two thousand dollars ($4,852,000) from private donations and grants received by South Dakota State University and one million dollars ($1,000,000) from the higher education facilities fund, or so much thereof as may be necessary, to construct the facility described in section 1 of this Act.".
