     The Senate convened at 2:00 p.m., pursuant to adjournment, the President presiding.

     The prayer was offered by the Chaplain, Father Dale Kutil, followed by the Pledge of Allegiance led by Senate page Matthew Wolff.

     Roll Call: All members present except Sen. Putnam who was excused.

APPROVAL OF THE JOURNAL


MADAM PRESIDENT:

     The Committee on Legislative Procedure respectfully reports that the Secretary of the Senate has had under consideration the Senate Journal of the second day.

     All errors, typographical or otherwise, are duly marked in the temporary journal for correction.

     And we hereby move the adoption of the report.

     The oath of office was administered by the President, Carole Hillard, to Senator-elect Richard "Dick" Hagen.

     Sen. McCracken   introduced Colonel Ed Rice, Commander, Ellsworth Air Force Base. Colonel Rice was escorted to the rostrum by Reps. Duniphan and Derby .

REPORTS OF JOINT-SELECT COMMITTEES



MADAM PRESIDENT:

    Your Joint-Select Committee appointed relative to securing chaplains for the Seventy-sixth Legislative Session respectfully reports:

    We have conferred with the Pierre Ministerial Association and have arranged for ministers to participate on a part-time basis under the direction of Pastor Geraldine C. King, Resurrection Lutheran Church, as chief chaplain, to serve the Senate and House as chaplains throughout the Seventy-sixth session of the Legislature. The ministers are as follows:

    Father Hal Barber, Pastor Theodora Boolin, Pastor Michele Bradley, Pastor Genie Butler, Pastor Roger Easland, Pastor John Fette, Pastor Howard Grinager, Pastor Ronald Hennies, Father Dale Kutil, Pastor Phil Lint, Pastor Jerry Oberg, Pastor Tom Opoien, Pastor Jeff Porter, Pastor Craig Petrick, Pastor Gale Shafer, and Pastor Dennis Webber.

MOTIONS AND RESOLUTIONS


     Sen. Hainje moved that SCR 2 be referred from the Committee on Taxation to the Committee on Health and Human Services.

     Sen. Everist moved that when we adjourn today, we adjourn to convene at 1:00 p.m. on Friday, January 12, the 4th legislative day.

COMMEMORATIONS


     SC 1   Introduced by:  Senator Symens and Representatives Hanson (Gary) and Sigdestad

         A LEGISLATIVE COMMEMORATION,  Commending and honoring LeRoy Hellwig, a member of the Sisseton School District Board, on his selection as the 2000-2001 outstanding school board member.

     WHEREAS,  LeRoy Hellwig has served his community and state in many ways, including thirty years on the Sisseton School Board with fifteen years as board president and five years as vice president; president and vice president of the Associated School Boards of South Dakota Board of Directors; and chairman for the legislative, FIT, and Protective Trust Committees; and

     WHEREAS,  LeRoy Hellwig has worked diligently to promote positive working relationships with neighboring school districts, such as promoting vocational opportunities for students from Summit and Veblen, improving distance learning opportunities at Sisseton, and consolidation with the Browns Valley and New Effington school districts, all of which have provided additional educational opportunities; and

     WHEREAS,  LeRoy Hellwig has given of his personal time, resources, and talents supporting programs such as implementing a cumulative voting system to solve allegations of discrimination, promoting a ground source heating and cooling system, introducing all-day- every-day kindergarten, and promoting 4-H and a scholarship program for the graduates of Sisseton High School:

     NOW, THEREFORE, BE IT COMMEMORATED,  by the Seventy-sixth Legislature of the State of South Dakota, that during 2001 Mr. LeRoy Hellwig of Sisseton, South Dakota, is hereby an official representative of the state and shall continue in his efforts to seek improvement of the educational opportunities for the citizens of the state.

     Sen. Drake moved that the Senate do now adjourn, which motion prevailed and at 2:14 p.m. the Senate adjourned.
