Deb Bowman, Office of the Governor, and Doneen Hollingsworth, Secretary of Health, appeared
before the committee to answer questions regarding the Governor's Early Childhood Development
Initiative : Bright Start Home Visitation Program, Welcome Packets for Newborns and Chicken Pox
Vaccination. (Documents #1 and # 2).
In her remarks on Home Visitation, Ms. Bowman reiterated that the two pilot projects, one in Sioux
Falls, and one in Rapid City, would target high risk mothers. She said the referrals to the program
would come from physicians, and The Department of Health, Department of Social Services. A
nurse would be assigned to the mother to offer support and assistance as needed. They anticipate 400
participants in the program.
Funding requested for the program and 9 FTE is $461,087 with funds coming from existing TANF
funds located in the Department of Social Services.
Welcome Packets for newborns would be sent to all new births within the state of South Dakota.
Names for the packet would come from birth records. Ms. Hollingsworth said the welcome packs
would be sent to approximately 10,300 newborns. The anticipated cost is $175,000.
Secretary Hollingworth reviewed the program that was being requested to insure that all children
from the age of 1 to 5 years would have access to the chicken pox vaccine.
