The meeting was called to order by Chair Richter

STATE AUDITOR

Mr. Dale Bertsch, LRC, provided budget information to the committee (Document #1).

Mr. Vern Larson, State Auditor, reported the only increase in the budget was in contractural services for the payroll system.

Ms. Phyllis Geary told the committee how much time would be saved with the new system when they are calculating and paying wage garnishments.

A committee discussion followed on the bank accounts of the universities and Mr. Larson responded that they have been working with the Office of the Treaurer and the universities to get funds into the state coffers quicker. He added that the universities have accounts that contain monies from alumni and special fund raisers that the state has no control over.

LEGISLATIVE RESEARCH COUNCIL

Mr. Dale Bertsch, LRC, provided budget information to the committee (Document #2).


Mr. Terry Anderson, Director, gave an overview of the budget for FY 2001 (Document #3). Mr. Anderson explained that the major increases was due to the next session being 40 days and $110,000 for extensive wiring in the house and senate to accomodate lap top computers and upgrading the speaker system.

Mr. Doug Decker, Code Counsel & Commission, said he is responsible for setting policy on publishing and distributing of the South Dakota Codified Laws, printing of the weekly Register, administrative rules and interim committee minutes.

TRIBAL GOVERNMENT RELATIONS OFFICE

Mr. Webster Two Hawk, presented prepared remarks to the committee on the role he plays in State- Tribal relations. He said he serves as a primary social and political advisor to the Governor and the entire executive branch (Document #4).

Mr. Two Hawk remarked that he strongly believes in getting people together.

GOVERNOR'S OFFICE OF ECONOMIC DEVELOPEMENT

Mr. David Becker, LRC, provided the committee with budget information (Document #5).

Mr. Ron Wheeler, Secretary, Governor's Office of Economic Development, gave an overview of the proposed budget and explained that the request of $18,872,379 was only $5,126 over last year (Document #6).

In a review of various programs within GOED, Mr. Wheeler explained that they are now contracting with Bank West to service REDI fund loans.

Mr. Larry Stearns provided the committee with a brochure on the Agricultural Subfund. This explains the program and how it works (Document #7).
