South Dakota School for the Deaf

The meeting was staffed by Mr. Mark Zickrick, LRC.

Dr. Jon Green, Superintendent, presented the budget for the South Dakota School of Deaf.

Representative Richter asked for the number of children in pre-school. Superintendent Green stressed that the pre-school classes were the largest with 11 children enrolled. There are a total of 53 kids at the school and 149 students in the outreach program.

Superintendent Green explained that when the students are out for summer vacation, they will regress, and depending on the individual student, it could take days or sometimes weeks to bring them up to speed when the new school year starts.

University of South Dakota


James Abbott, President, presented the budget for the University of South Dakota (Document 1).

In response to Senator Drake's question, President Abbott explained that there was only 80% occupancy in the dorms. Senator Drake asked if there was any reduction in faculty. President Abbott replied yes, that there was a 9% reduction in faculty.

Representative Pummel asked for a confirmation on the dollar amount needed for the new roof on the Dakota Dome. President Abbott replied that it would cost $11.5 million dollars for a fixed or permanent roof, which really means a 60- year roof.

Representative Sutton asked if the current air-supported roof, which is a 20 year roof, is a danger to the students. President Abbott replied that since it has been over 20 years since the roof was put on, then yes it could eventually fall.

Representative Wudel asked for the percentage of students that receive financial aid. President Abbott replied that 71% receive aid excluding scholarships, and 80-85% receive financial aid, including scholarships.

Northern State University

Dr. John Hilpert, President, presented the budget (Document 2).

President Hilpert explained that the channel 10 program was an opportunity to put on cable television 24 hours a day what they wanted. He also stressed that the university has spent no money on the program, and that this channel was an agreement between Northern State University and the local cable provider. Senator Frederick asked if PBS was associated with this channel. President Hilpert replied no.

Senator Kleven requested information regarding the cost of tuition and how many students were enrolled. President Hilpert replied that there were 3,164 students, and the cost of tuition and fees, plus room and board for one year was $5857.00.

Black Hills State University

Dr. Thomas Flickema, President, presented the budget (Document 3).

Discussion took place involving the student financing of distant learning.

Dakota State University

Dr. Jerald Tunheim, President, presented the budget (Document 4).

Senator Staggers asked if the overall placement rate for the 1998-99 graduates were in their major. President Tunheim replied yes, all 97% of the graduates were in their major.


Representative Richter asked for the number of graduates. President Tunheim replied it is more than 170.

Senator Kleven requested a faculty headcount. President Tunheim relied that there was 71 full time faculty members, and 29 adjunct or part time members.

South Dakota School of Mines and Technology

Dr. Richard Gowen, President, presented the budget (Document 5).

Senator Kleven asked for the total number of faculty members. President Gowen replied that there was a total of 120 full- and part-time faculty members.
