SOUTH DAKOTA LOTTERY
Mr. Dale Bertsch, LRC, provided budget information for the committee (Document #1).
Mr. Roger Leonard, Director, South Dakota Lottery, presented the committee with written
documentation that reviewed the milestones for the Lottery. Mr. Leonard reported that lottery sales
have stabilized and added that if the people vote to repeal video lottery it would not be effective until
July, 2001.
Mr. Leonard reviewed the statistics of the instant games pointing out that some new type of game
is introduced every two to three weeks, this helps in keeping the interest up. The general fund
receives 50% of all proceeds after all prizes and commissions are paid out. Since the start of the
lottery the revenues to the general fund have included: instant tickets $45,082,930; lotto tickets
$31,026,908 and video lottery $586,257,761.
Mr. Leonard reported that the only significant change in the budget is a reduction of $2,840,000
which represents a one-time payment for a new video lottery central system.
The committee recessed at 9:15 and reconvened at 9:30.
UNIFIED JUDICIAL SYSTEM
Ms. Annie Mertz, LRC, provided budget information for the committee (Document #3).
Mr. Michael Buenger, State Court Administrator, presented budget and caseload information to the
committee (Document #4).
Major increases in the proposed budget request includes 5.0 FTE for a total of $206,860; court
technology $345,847 other funds; $27,810 child support modification hearings and miscellaneous
travel $30,355,and $31,829 in contractual services.
Mr. Buenger provided copies of the Six-Month Report on Intensive Juvenile Probation (Document
#6). In the discussion that followed Mr. Buenger explained that the program was a last chance
program for some kids, although it is not for everyone.

DEPARTMENT OF MILITARY AND VETERANS' AFFAIRS
Ms. Annie Mertz, LRC, provided budget information for the committee (Document #7).
General Philip G. Killey, Adjutant General, Department of Military and Veterans Affairs,
reviewed prepared documentation of the agencies within the Department of Military and Veterans'
Affairs (Document #8).
General Killey said the overall budget increase of $582,273 included $55,195 in general funds and
$601,800 federal funds.
At the request of the committee the Department will provide further information on the 50% tuition
reduction program.
General Killey advised the committee that the Department is behind in the upkeep of facilities
throughout the state and they would be coming to the committee at a later time with a ten year plan
for maintenance.
GOVERNOR'S OFFICE
Mr. Dale Bertsch, LRC, provided budget information for the committee (Document #9).
Ms. Deb Bauman responded to questions from the committee on the operation and funding the Early
Childhood Development Program. She explained that funding will come from a number of sources,
including TANF from Department of Social Services and the Health Department. She said the
program would be started in Sioux Falls and Rapid City.
State Tribal Relations - Mr. Webster Two Hawk will appear before the committee at a later date.
