that provides that the base salary for a first year teacher with a Bachelor's degree is twenty-three
thousand two hundred dollars ($23,200) and that the base salary for a first year teacher with a
Master's degree is twenty-six thousand four hundred dollars ($26,400). The salary schedule shall
also provide for steps for years of experience and other intermediate steps for education between
the Bachelor's degree and Master's degree.
