"      Section 3. That § 1-26-1.2 be amended to read as follows:

     1-26-1.2.   The interim rules review committee shall choose a chairman chair from its members and prescribe its rules of procedure. Meetings of the committee shall be at the call of the chairman chair or a majority of the committee.



     On or before the first Monday following the last day of the legislative session, the committee and the agencies shall determine a schedule of dates for meetings to be held during the following twelve months. However, the committee is not required to hold a meeting if no proposed rules have been filed pursuant to subdivision 1-26-6(4) prior to the meeting.

     The committee shall review all proposed agency rules and make recommendations to the agencies regarding rules and legislation authorizing rules and to the Legislature regarding administrative law. All meetings, regular or special, shall be open to the public and any interested person may be heard and present evidence.

     Members of the committee shall be compensated for their attendance at meetings and for time spent in conduct of committee business at rates established by the Executive Board of the Legislative Research Council. The director of the Legislative Research Council, or one or more persons from his the director's office, shall act as secretary to the committee, or the committee may employ a secretary. "

A CONCURRENT RESOLUTION,  Designating a portion of State Highway 115 as the     POW/MIA Memorial Highway.

     WHEREAS,  the Veterans of Foreign Wars are strong supporters of recognition, remembrance, and the fullest possible accounting of all United States Armed Forces POW/MIAs; and

     WHEREAS,  the Veterans of Foreign Wars patriotic ideals are to fully explore and educate the general public to the plight of POW/MIAs in all ways possible; and

     WHEREAS,  the Dell Rapids Veterans of Foreign Wars Post 10632 has a history of public education of veterans' issues, has been active in Veterans Day, Memorial Day, and the VFW's 100th Anniversary, and unanimously endorses the establishment of a POW/MIA Memorial Highway, and pledges financial support to its appropriate signage; and

     WHEREAS,  the proposed POW/MIA Memorial Highway is a newly constructed highway leading to Dell Rapids and adjoins the new Dell Rapids Veterans Park; and

     WHEREAS,  the symbol of a dedicated highway to POW/MIAs establishes increased pride in veterans, communities, and the VFW as a strong nationwide organization; and

     WHEREAS,  the POW/MIA Memorial Highway is an excellent example of extending POW/MIA recognition to a symbol visible each day of the year--a positive symbol and a constant reminder of those "WHO ARE NOT FORGOTTEN":

     NOW, THEREFORE, BE IT RESOLVED,  by the Senate of the Seventy-fifth Legislature of the State of South Dakota, the House of Representatives concurring therein, that eighteen miles of State Highway 115 (formerly U.S. Highway 77) from Interstate 90 north to Dell Rapids and extending west three miles to Interstate 29 is hereafter to be known as POW/MIA Memorial Highway.

COMMEMORATIONS


     SC 10   Introduced by:  Senator Brosz and Representatives Konold and Solum

A LEGISLATIVE COMMEMORATION,  Honoring Mr. Bill Zubke of Watertown as South     Dakota's 2000 Teacher of the Year.

     WHEREAS,  Bill Zubke, a computer and career readiness teacher at Watertown High School, was chosen as the 2000 South Dakota Teacher of the Year and represented South Dakota in national competition for Teacher of the Year; and

     WHEREAS,  Mr. Zubke has dedicated more than twenty-eight years to the teaching profession, twenty-seven of those years in the Watertown School District; and

     WHEREAS,  Mr. Zubke views his students as customers and recommends that educators provide a usable, dependable product, train students in its use, support and upgrade the product when necessary, and be sure students are satisfied with the result. He believes that respect and love are among the greatest gifts a teacher can bestow on students:

     NOW, THEREFORE, BE IT COMMEMORATED,  by the Seventy-fifth Legislature of the State of South Dakota, that Mr. Bill Zubke of Watertown be congratulated upon his selection as South Dakota's 2000 Teacher of the Year.

    During the Joint Session of the Senate and House of Representatives on January 20, 2000, the following resolution was read:

JOINT MEMORIAL RESOLUTION

    WHEREAS, the Great Ruler of the Universe has ordered a final adjournment in the lives of ten former members of the South Dakota Legislature, namely: the Honorable Ellis Y. Berry, the Honorable Hobart H. "Hobie" Gates, the Honorable Bill Hustead, the Honorable William E. "Bill" Johnson, the Honorable Loyd Knudson, the Honorable Arlo Leddy, the Honorable George Freeman Mortimer, the Honorable Gene M. Robbennolt, the Honorable George L. Scully, and the Honorable Donn Wright; and

     WHEREAS, in the lives of all these eminent public servants there was noted a profound urgency in an unselfish manner, with trials and vicissitudes often far outweighing honors, but with a consciousness that here in a land of freedom the dignity of the individual is supreme, that justice must be dispensed, and that only by eternal vigilance and unrelenting effort can self- government of a people be preserved; and

     WHEREAS, it is fitting that we humbly honor the memory of those who have thus contributed to the orderly process of government under the Constitution:

     NOW, THEREFORE, BE IT RESOLVED, by the Senate and the House of Representatives of the Seventy-fifth Session of the Legislature of the State of South Dakota duly convened in recess session in recognition of the useful lives and unfailing devotion to the

interests of the State of South Dakota, as well as the rectitude of thought and action and fidelity to the highest principles of American citizenship by these honorable people, that the Senate and the House of Representatives do now pause in their labors out of respect for the memory of their late fellow associates in the functions of government, and note that in their passing, the state they have served so well has suffered a distinct loss, and though their labors have ceased and they have been laid to rest, the people of this great state have benefited greatly from the services rendered by them and they have left upon the sands of time an inspiring record of devotion to their fellow citizens under the guiding hand of Almighty God; and

     BE IT FURTHER RESOLVED, that this Resolution be printed in the Journals of the Senate and the House of Representatives of the Seventy-fifth Session of the Legislature of the State of South Dakota, now assembled this 20th day of January, 2000, at Pierre, South Dakota.

    Sen. Drake moved that the Senate do now adjourn, which motion prevailed, and at 2:20 p.m. the Senate adjourned.
