     The Senate convened at 1:00 p.m., pursuant to adjournment, the President presiding.

     The prayer was offered by the Chaplain, Pastor Brad Urbach, followed by the Pledge of Allegiance led by Senate page Christopher Thompson.

     Roll Call: All members present except Sens. David Munson and Whiting who were excused.

COMMEMORATIONS

A LEGISLATIVE COMMEMORATION,  Honoring Kate Monson, South Dakota Girls' State     Governor, and Andy T. Wiswall, South Dakota Boys' State Governor, and commending     the South Dakota American Legion and Auxiliary for their sponsorship and coordination     of the Girls' State and Boys' State programs.

     WHEREAS,  Kate Monson and Andy Wiswall have been elected and are serving in these high offices and are outstanding young South Dakota leaders; and

     WHEREAS,  the goals of Girls' State and Boys' State are:

             (1)    To better help youth understand and appreciate the American system of government and way of life, including the rights and responsibilities of citizenship; and

             (2)    To give better knowledge of the fundamental principles of government within the State of South Dakota through a unique learn-by-doing workshop; and

     WHEREAS,  the South Dakota American Legion and Auxiliary have worked diligently for more than fifty years in conducting these fine programs:

     NOW, THEREFORE, BE IT COMMEMORATED,  by the Seventy-fifth Legislature of the State of South Dakota, that Kate Monson and Andy Wiswall be congratulated for their

outstanding achievement, that appreciation be extended to those adults who donate time and energy to the program, and that the South Dakota American Legion and Auxiliary be recognized for their many years of sponsoring and conducting Girls' and Boys' State.

A LEGISLATIVE COMMEMORATION,  Honoring the outstanding achievements of David     J. Strom in the fields of teaching and public service.

     WHEREAS,  for many years Dave Strom coupled legislative and community service with a distinguished career as a teacher of chemistry and the physical sciences; and

     WHEREAS,  Dave's dedication, innovation, and love of both teaching and his students were widely recognized and admired and gained him such prestigious honors as being named the Jaycees Outstanding Young Educator in 1973 and the Teacher of the Year in 1976; and

     WHEREAS,  Dave has received national attention for his work in promoting Mole Day, an international program to enthuse students about chemistry; and

     WHEREAS,  Dave has been forced to retire from an active career in teaching due to the onset of Huntington's disease:

     NOW, THEREFORE, BE IT COMMEMORATED,  by the Seventy-fifth Legislature of the State of South Dakota, that the many accomplishments and services of David J. Strom be recognized and that our gratitude be bestowed on him on behalf of all those young citizens at West Central who have benefitted from his skill and dedication.
