SB 0085*      (rules suspended, deferred from 25th LD, amended SJ 25th LD) create a children's public health and education trust fund and a children's public health and education interest fund and to designate the interest fund for certain children's public health and education programs.
          revise certain powers of the South Dakota Building Authority, to provide for the establishment of a corporation by the authority, to provide for the transfer and sale of all future right, title, and interest of certain amounts payable to the state by various tobacco companies under a master settlement agreement, and to declare an emergency.
SB 0209      (rules suspended, placed by motion, SJ 25th LD) provide for the acquisition and management of certain rail lines if rail service is abandoned.

HB 1285      clarify that a person arrested for the offenses of vehicular battery or vehicular homicide may be required to submit to a withdrawal of bodily substances for chemical analysis.

SC 0021      (SJ 25th LD) Commending and honoring Terry C. Anderson for his outstanding service to the South Dakota Legislature.

HISTORIC CAPITOL NOTE
From Governor Samuel H. Elrod's Inaugural Address, Jan. 3, 1905: “It seems that the time has come when a State Capitol should be built. If the pioneers of this state, who laid the foundation stones of this young commonwealth, are to see and have a part in the construction of a capitol building, the hour to make a move is at hand.” It was recommended that the capitol building cost $500,000. The building was finished in 1910 for just under $1,000,000 and its replacement value in 1989 was set at $53,000,000.
