unit on the grounds of the state penitentiary complex in Minnehaha County, to
make an appropriation therefor, to authorize local governments to contract with the

HISTORIC CAPITOL NOTE
In 1894 retiring State Treasurer W. W. Taylor embezzled $367,000 of state funds and absconded to
South America. He eventually returned to stand trial and served two years in prison.
