     The Senate convened at 2:00 p.m., pursuant to adjournment, the President presiding.

     The prayer was offered by the Chaplain, The Reverend Linda Logan, followed by the Pledge of Allegiance led by Senate page Tiffany Larson.

MOTIONS AND RESOLUTIONS


     SCR 5   Introduced by:  Senators Rounds, Benson, and Drake and Representatives Monroe, Garnos, Juhnke, and Koskan

A CONCURRENT RESOLUTION,  Supporting the designation of a portion of US Highway     83 as the VFW Memorial Highway.

     WHEREAS,  the year 1999 is the centennial year for the Veterans of Foreign Wars of the United States; and

     WHEREAS,  the Veterans of Foreign Wars, whose membership is composed of war-time overseas veterans of the United States Armed Forces, has rendered a century of valuable service to America's veterans and armed forces members and to the general public; and

     WHEREAS,  the designation of roadways to honor groups and individuals has become a traditional practice and would in this instance be a fitting tribute to all South Dakota veterans who served overseas during war time; and

     WHEREAS,  the designation of U.S. Highway 83 from Fort Pierre to Interstate Highway 90 as VFW Memorial Highway, with proper markers installed and maintained, would remind the traveling public of the sacrifices made by these veterans:

     NOW, THEREFORE, BE IT RESOLVED,  by the Senate of the Seventy-fourth Legislature of the State of South Dakota, the House of Representatives concurring therein, that the South Dakota Legislature supports the designation of U.S. Highway 83 from Fort Pierre to Interstate Highway 90 as VFW Memorial Highway and requests the Transportation Commission to make such a designation and to provide for the proper posting of that highway as a fitting means of honoring South Dakota's war-time veterans.

     On the printed bill, delete everything after the enacting clause and insert:

"      Section 1. That chapter 10-6 be amended by adding thereto a NEW SECTION to read as follows:

     Any real property which sells for more than one hundred fifty percent of its assessed value, may not be used for the purpose of valuing real property. The sale of any real property which is not used for the purpose of valuing real property pursuant to this section may not be used in any sales ratio study. "

     Sen. Daugaard moved that the word "other" be inserted after "valuing" in Sen. Olson's amendment.
