     On page 1 , line 7 of the printed bill , delete " The governing body may accept a bid " and insert " If the lowest responsible bidder is not a local vendor, the governing body may accept the bid of the lowest responsible vendor whose bid is within five percent of the lowest responsible bid. A local vendor is a business located within the legal boundaries of the public corporation. If the contract is for one million dollars or more, the local vendor preference is reduced from five percent to two percent. " .

     On page 1 , delete lines 8 to 10 , inclusive .

     On page 1 , line 11 , delete " bid is within two percent of the lowest responsible bidder. " .

     On page 2 , line 1 , delete " entity " and insert " vendor " .
