The meeting was called to order by Chair Richter.

The meeting was staffed by Mr. Dale Bertch, LRC.

Letters of Intent

Chair Richter indicated the purpose of the meeting was to review the first draft of Letters of Intent ( Document #1). Mr. Mark Zickrick, LRC, introduced changes proposed by the Bureau of Finance and Management to the letters for the following Departments and Offices:

Department of Social Services

p. 4, line 3, delete “Division” and insert “Program.”

State Treasurer

p. 7, line 2, insert “the entire contract with” after the word “pay.”
p. 7, line 3, delete “for imaging warrants written by the state.” and insert “and to allow for an increase in the bank's service charge.”

Investment Council


p. 8, line 2, delete “general” and insert “other”.
P. 8, line 3, insert “it” after the word “action,”.

The Board of Regents proposes a change to their Letter of Intent.

p. 5, line 4, insert “and rent” after the word “repair”.


MOTION:
     To accept the changes to the Letters of Intent.

Action:      Prevailed by voice vote.

Department of Labor. Representative Putnam introduced an amendment to the Department of Labor's Letter of Intent. On p. 4, insert the amendment ( Document #2).

MOTION:      To accept the amendment to the Department of Labor's Letter of Intent.

Second by:      Representative Klaudt
Action:      Was not acted on.

Senator Kleven proposed a change to the amendment. On line 7 of the amendment, change “high schools” to “high school students.”

MOTION:      To accept the change to the amendment.

Moved by:      Senator Kleven
Second by:      Representative Putnam
Action:      Prevailed by voice vote.

MOTION:      To accept the amendment as amended.

Moved by:      Representative Putnam
Second by:      Representative Klaudt
Action:      Prevailed by voice vote.


Chair Richter indicated a change will be forthcoming for Department of Education's Letter of Intent.

Mr. Mike Binger, Administrator, Unified Judicial System (UJS), proposed an amendment to the second paragraph of the UJS Letter of Intent ( Document #3).



MOTION:      To accept the amendment to the Unified Judicial System's Letter of Intent

Moved by:      Representative Putnam
Second by:      Senator Frederick
Action:      Prevailed by voice vote.

All other Letters of Intent are unchanged. Chair Richter noted the letters will be re-written and available at the first interim meeting. The agenda for the summer study will also be presented at the first interim meeting.
