The meeting was called to order by Chair Frederick.

Review of Governor's Budget Book/Rolling Budget File

Mr. Bill Pike, LRC, staffed the meeting.

Chair Frederick stated the purpose of the meeting is to review budget pages and to determine which pages need to remain open.

The committee reviewed Executive Management pages. The committee has no questions on pages 1, 3, 5-20, and 23. The committee requested pages 2, 21, 22, and 24 remain open. Subcommittee #1 will decide page 4. Amendments for pages 2 and 22 were discussed.

Representative Cooper Garnos presented a potential amendment to House Bill 1179 regarding an increase in funds for assistance to persons suffering from gambling addiction. In response to Representative Putnam's question, Representative Garnos noted the proposed amendment would impact property tax relief funds. Representative Burg noted last year the $200,000 budgeted for gambling addiction was depleted for the first time. Senator Frederick stated the committee will hold all amendments for now. Senator Hainje requested LRC staff determine where all gambling addiction money is located in the budget.


The committee reviewed Department of Agriculture pages. The committee has no questions on pages 31, 33, 37-40, 42, and 43. The committee requested pages 32, 34, 35, 36, and 41 remain open.
The committee reviewed Department of Game, Fish, and Parks pages. The committee indicated it had no questions on pages 46, 47, and 49-54. The committee requested pages 48 and 55 remain open. An amendment was discussed.

The committee reviewed the South Dakota Lottery pages. The committee indicated it had no questions on pages 56 and 57. The committee requested page 58 remain open. An amendment was discussed.
