Mr. Bill Pike, LRC, staffed the meeting.
Senator Frederick noted the purpose of the meeting is to begin reviewing the budget. He asked
committee members if they had questions as yet unanswered by state agencies.
Representative Klaudt requested that the Department of Social Services be recalled to provide
additional information and to answer questions concerning the Elderly and Nutrition Program.
Senator Kleven asked if the question for the Bureau of Administration regarding whether the request
for an imaging system for the Bureau of Personnel is a duplicate item had been resolved. LRC staff
will check and will recall the Bureau of Administration if necessary.
Representative Klaudt also has questions on Adjustment Training Centers and the Guardianship
Program for the Department of Human Services.
Senator Frederick outlined the process for making adjustments to the general bill.
At this time the committee does not have questions for the Department of Game, Fish, and Parks, the Department of Tourism, the Governor's Office, and the Lottery. Senator Frederick clarified that
the video lottery budget is annually appropriated and that no state funds are used for advertising.
State funds are used for advertising for the division of lottery that is continuously appropriated.
Representative Burg asked why the Northern Plains Crop Institute is a special appropriation and is
not listed in the general bill. Senator Frederick noted that the question is whether it meets the criteria
for being included in the general bill.
The committee does not have questions for the Department of Health or the Department of
Environment and Natural Resources. There may be questions for the Department of Labor to resolve
the school-to-work funds issue. Senator Kleven has questions for the Department of Agriculture
regarding the Ag in the Classroom program.
Senator Frederick explained the action taken by the Senate on Senate Bill 89 with regard to Black
Hills Forest High School.
