South Dakota Department of Social Services: SDFY99 and SDFY00 Community Service Block
Grant Public Hearing
Mr. Mike Vogel, Deputy Secretary, Program Management, Department of Social Services,
presented background and budgetary information to the committee ( Document #1). Mr. Vogel
outlined the Community Service Block Grant (CSBG) program and noted the criteria necessary to
fulfill the federal requirements.
Mr. Vogel emphasized he is requesting approval for two fiscal years, SDFY99 and SDFY00. Mr.
Vogel introduced Ms. Bonnie Huber, Department of Social Services, and the Community Action
Program (CAP) Agency Directors: Ms. Cindy Dannenbing, Inter-lakes Community Action Agency;
Mr. Dale Hegg, Greater Missouri Community Development Center; Ms. Linda Eded, Western
South Dakota Community Action Program; and Mr. Robert Hull, Northeast South Dakota
Community Action Program.
Mr. Vogel explained the Community Action Program agencies are designed by federal law to receive funding. The money available in federal fiscal year 1999 is $2,309,016. In federal fiscal year 2000 it is $2,310,000. Ninety percent of the funding is distributed to the CAP agencies, 5% to the state for program administration, and 5% is discretionary. Mr. Vogel described how the money is spent and the criteria for receiving funding. The Department of Social Services has oversight of this
program, and the funds must go through the CAPs before they reach individuals. To date, the CSBG
money has never been used for construction purposes in South Dakota. Shannon County receives
its own CSBG directly from the federal government.
Representative Klaudt asked Mr. Vogel to review the funding formula. Senator Frederick asked Mr.
Hegg if he was aware of any CAPs requesting an adjustment to the formula. Mr. Hegg answered
no. Mr. Hegg also is not aware of any CAPs threatened by sanctions recently.
Senator Lange asked each CAP agency director to state the number of his or her employees and to
describe services provided by the agency. Mr. Hegg noted his agency has been able to leverage
$4.00 for every $1.00 provided by the CSBG. Mr. Hegg also provided statistics describing the
average recipient of CSBG funding.

That the committee hereby affirm and support the proposed distribution of SDFY99
and SDFY00 Community Service Block Grant funds, as proposed by the
Department of Social Services.
